I think if you're seeking asylum, you'd rather be in front of a judge than DHS

 

USCIS grants asylum at a higher rate than immigration courts. In part, that's a reflection of who files affirmatively for asylum as opposed to filing as a defense to removal, but I think there's a much greater variance in outcomes between individual immigration judges than there is between USCIS and the judges as a whole.
