I'm not sure about this point thought (granted all this talk is moot bc shit is not passing). As it states in the last sentence, lots of big companies already have that flexibility and don't do it bc it's an incentive to work for them. So I feel like it would be those smaller to mid companies who choose to fuck over their employees like those "49" employee companies choose to do.
