Added context to this: If you eliminate the teams in their first or second year as a franchise, the only team with a worse goal differential was Quebec in 1990. Expansion teams used to get the absolute scraps from established teams. You could protect like 14 skaters and 2 goalies. Imagine an expansion draft today where every team can protect their entire top 9, 5 of their top 6 defensemen, and both of their top 2 goalies. Those teams would get violated.
