Biggest issue I see with their implementation of all these rules is timing of financial data and info to make these decisions. The idea that clubs currently get punished during a season because their financials came out now is dumb. Punishments should only be handed out ahead of a season. Likewise, they should set the cap in advance and have all financial data due by a specific date. The other issue is promoted clubs, who obviously have significantly lower revenue and the details aren’t known in advance for clubs to adhere to rules when they have multi year contracts already in place. The EPL is just the worst at implementing change. The ideas usually sound reasonable though.
