I think it'd probably be easier for an ~80 year old president, in his 2nd term, to propose legislation that will likely piss off the moderates he needs to get elected that blindly support Israel. Is he going to do it? Idk, but it's something easier to accomplish for a guy in his 2nd term who likely has no aspirations after office beyond spending time with his grandkids/family before death takes him.
