It’s a cultural thing. They have meetings for meetings to talk about other meetings which makes it nearly impossible to work with any sort of urgency. However, the ultimate issue is that in this particular case a group of morons have too much power at the moment. Essentially they’d have to hire someone who made them work so it’s not going to happen. Even if it were forced somehow, they’d drag that out for years. it’s also why VAR will only get worse.

There is in inherent tension from wanting to benefit from being a giant global brand that funds these incredibly expensive players, and also wanting affordable local access. I don't think there is an easy way to handle that. Especially when fans from the US, Japan, or where ever are willing to shell out thousands go to one game. What would piss me off as a local in England would be the TV broadcast set up where games just aren't shown TV. I get the blackout is to support smaller teams, but there has to be a better way of funneling the added TV money down the pyramid.
The premier league and efl are in a p big fight right now about money being spread from the premier league to the lower leagues.
