so the program the NFL uses for this says a few things: - if you elect to participate in the program as a team, you get 91 off-season spots not 90. - when you have to do cuts, you can promote them to the roster or waive them - if they clear waivers you can sign them to practice squad - you must then make a choice as a team to make them a guaranteed practice squad player or treat them like normal practice squad players (where they can be promoted to the roster) - if you choose the former, they do not count against your practice squad numbers. if you choose the latter, they do. in other words, they don't take up a spot unless you want them to take up a spot and that allows teams that see potential in some of these guys to grow them as players without having to worry about the roster. unless he's a complete stud and Andy sees usefulness immediately, they'll probably just put him on the practice squad all year and then see if they can make something of him next season. the new kickoff rules might give him an opening this year, though.
